Teddy’s Technicolor personality, balloon tricks, and juggling skills have made him a Heart of Virginia Festival favorite with young and old alike. Just as engaging and enthralling for grandparents and parents as for the little ones, Teddy will be found in the center of a crowd wherever he is located. This year you can find him in the morning wandering around the Children’s Festival and in the afternoon from 1:00 to 3:00 at the Colonnade Picnic Area. He will bring a smile to your face, and a spring to your step (and you may even leave with a balloon hat!).
